The company has prepared a database on cost, NoDoC, for cost estimation of oil, gas and petrochemical projects.
What is NoDoC NoDoC is a cost estimation database that is applicable in the complete life cycle of projects as well as tendering, creating bids, validating estimates and making initial investment decisions and is a comprehensive database consists of cost data, assemblies and cost models estimating CAPEX and OPEX of EPC, EPD and EPCF projects operated in the oil & gas industry. Cost of a project can usually be estimated with acceptable accuracy by using relevant cost data, a well-constructed and documented estimating methodology, and a good understanding of the work content to be performed. This approach involves putting as much detail into understanding the tasks as possible and generating assumptions with whatever shreds of knowledge may be available. Due to the nature of Oil & Gas projects, access to qualified, right and particular cost data has always been a challenge but now NoDoC has a tested and accredited solution for this big challenge.

Type of database
NoDoC as a multidimensional database is an integral part of oil & gas estimation system. Because it could be on-line, it 's quick; analysts can pose iterative queries during interactive sessions, not in batch jobs that run overnight. And because it is also analytic, the queries are complex. The multidimensional data model is designed to solve complex queries both offline and in real time.

Scope of database
NoDoC database includes all resources that are required to carry out a project activities. it includes material, equipment, labor , consumable , and also covers projects database for analogy estimation. In addition NoDoC includes cost models for units, packages and complexes as if one need estimate the cost using parametric or volumetric techniques.All these elements are interrelated and linked to the scope of project.

Quality and accuracy of data
NoDoC data has been collected from year 1990 from 180 various locations, categorized by phases, by sectors, by onshore and offshore, analyzed, tested in about 230 oil & gas projects, examined with suppliers quotes and has been updated in monthly and quarterly basis. NoDoC cost models has been developed based on empirical parametric techniques. These models are applicable for one single material or for whole unit, complex or facility.

Cost data by level of estimation
NoDoC data on cost for oil & gas industry is classified based on three levels of estimation, conceptual, basic and detailed. The usage of each level depends on the projects phase in which the estimation will be done. AACE International Recommended Practice No. 18R-97 classified cost estimation into five levels for process industry and accordingly NoDoC follows this system in addition to the classification system that is specifically designed for oil & gas industry.

Cost data by sector
NoDoC cost data is categorized based on the three main sectors of oil & gas industry, upstream, midstream and downstream. Upstream data on cost is the term used in searching for,recovery and the production of crude oil, while downstream data on cost refers to as oil refineries, plants, petroleum products distribution,retail
outlets and distribution, and midstream data on cost involves gathering,
processing, transportation and marketing.

Cost data by CAPEX / OPEX
NoDoC data can help to estimate both oil & gas project capital expenditures and operating expenses. CAPEX estimation data focuses on the construction cost of project, while the data for estimation of OPEX defined as the expenses required to operate the factory. The cost models also includes features which enable the user through selection lists, filters, sorting and advance searches for desired data by choosing CAPEX or OPEX at the beginning of estimation process.

Cost data by location
Location, because of the resources productivity, is an important key component in estimating the cost. The accuracy of estimates depends heavily on the reliability and precision of productivity estimates. For these reasons, NoDoC has collected and classified productivity values, which are available as averages in different locations, to consider for project cost estimation. The location factors have been applied to unit rates for labor and machinery and therefore are available in NoDoC cost database for about 180 countries.

Cost data by phase
Since resources costs are varied by various phases, engineering, procurement, construction, installation, testing, hookup, and commissioning of oil & gas projects, NoDoC cost data also has been categorized by this way. At first, the user will choose the phase from a drop down list, second will select the type of resource and at the end will view the desired cost data by filtering items according to respective specifications. It is very easy, simple quick, comparable, understandable, and desirable to get particular cost data.

Cost data by technical disciplines
NoDoC cost data also is classified based on the different technical disciplines such as reservoir engineering, geology, petro-physics,seismic survey, drilling engineering, drilling rigs, drilling equipment, process equipment, mechanical (rotary), mechanical (fixed), mechanical bulk, piping, electrical equipment, electrical bulk, instrumentation, control, civil, structure, telecommunication, wellhead facilities, marine, vessels, , utilities, F&G packages, decommissioning and abandonment.

Cost data by estimation methods
NoDoC cost data are categorized and can be used in different methods of cost estimation included but not limited to order of magnitude, capacity based, parametric, analogy, step counting, resource based, activity Based and volumetric methods.
By such data one can estimate the project cost top-down or bottom-up or find unit rates for a simple item like nut and bolt or she can view cost of a unit or whole complex by capacity for a specific year. |
Cost data by Subcontract items
NoDoC cost data covers composite items or line items cost data. The cost of a composite item is a unit rate of an activity that consists of required quantity and unit rates of resources for doing that activity. In fact line item could be as small as bolting a nut or as big as constructing of an oil refinery or process unit. By NoDoC one can search and find the cost / unit rate for such activities based on the activity costing unit of measurement and estimate the whole cost of project.

NoDoC cost data for resources provides cost data for each resources separately that is required to execute a
project. the resources are labor (human resources), material (assets), equipment (machinery), consumables (chemicals, energy, water, utilities,...). In addition to classification by sectors, NoDoC data on cost is categorized by different project types, such as exploration, drilling, gathering and processing facilities, transfer, refineries, and etc.
Further, NoDoC has considered Sour and Sweet services feature for projects in its cost data. Beside, NoDoC data on cost can be sorted by phase of the main fluid in project, Gas, Liquid. |
Cost data by volume
NoDoC data on cost are smart enough to concern about the magnitude of projects. One of the important at parameters in cost estimation is the volume of required material. The unit price of bulk material will be lessening as the required bulk material volume increases.
That’s why NoDoC data on cost has special attention on this point. In other word, cost is a function of volume or quantity. |
Cost data by Incoterms
Incoterms or International Commercial Terms are a series of pre-defined commercial terms published by the International Chamber of Commerce (ICC) that are widely used in International commercial transactions or procurement processes.
